नादण्डः क्षत्रियो भाति नादण्डो भूमिमश्नुते।
नादण्डस्य प्रजा राज्ञः सुखं विन्दति भारत॥ शान्ति.१४/१४॥
nādaṇḍaḥ
kṣatriyo bhāti nādaṇḍo bhūtimaśnute |
nādaṇḍasya prajā rājñaḥ sukhamedhanti bhārata ||
A
kshatriya without the rod of chastisement (R.O.C) can never prosper. With out
R.O.C a kshatriya can never enjoy the earth. The subjects of a king who has no
R.O.C can never enjoy happiness.
नादण्डस्य प्रजा राज्ञः सुखं विन्दति भारत॥ शान्ति.१४/१४॥

दण्डः शास्ति प्रजाः सर्वा दण्ड एवाभिरक्षति ।
दण्डः सुप्तेषु जागर्ति दण्डं धर्मं विदुर्बुधाः ।।
daṇḍaḥ śāsti prajāḥ sarvā daṇḍa evābhirakṣati I
daṇḍaḥ supteṣu jāgarti daṇḍaṃ dharmaṃ
vidur budhāḥ II
Punitive or corrective action controls and
restrains the citizens and it also protects them from misadventures. It is
awake even in the one who is sleeping. Wise people consider this punitive or
corrective action as ethical or moral order of the society.
दण्डः संरक्षते धर्मं तथैवार्थं जनाधिप।
कामं संरक्षते दण्डस्त्रिवर्गो दण्ड उच्यते॥ शान्ति.१५/३॥

dharmam tathaivaartham vidhaanatah l
kaamam samrakShate yasmaat trivargo daNDa uchyate ll
Due to the fear of the law (punishment), people refrain
from committing offences and thus the punishment protects the ethical and moral
order of the society providing a platform for the achievement of the goals of security and pleasure as well. As it protects dharma (order), artha (security)
as well as kama (pleasure), the punishment is identified with
the three fold objects of life.
कामं संरक्षते दण्डस्त्रिवर्गो दण्ड उच्यते॥ शान्ति.१५/३॥
दण्डेन रक्ष्यते धान्यं धनं दण्डेन रक्ष्यते।
एवं विद्वानुपाधत्स्व भावं पश्यस्व लौकिकम्॥ शान्ति.१५/४॥
Dandena rakshyae dhanyam dhanam dandena rakshyate I
Evam vidvaanupadhatsva bhavam pasyasva loukikam II

एवं विद्वानुपाधत्स्व भावं पश्यस्व लौकिकम्॥ शान्ति.१५/४॥

Evam vidvaanupadhatsva bhavam pasyasva loukikam II
Grains and riches are both protected by ROC. Knowing this O! learned king take up the ROC and follow the ways of the world.
दण्डस्यैव भयादेके न खादन्ति परस्परम्।
अन्धे तमसि मज्जेयुर्युदि दण्डो न पालयेत्॥ शान्ति.१५/७॥
Dandasyaiva
bhayadeke na khadanti parasparam I
Andhe tamasi majeyuryadi dando na palayet II
People desist from devouring
each other only due to the fear of punishment. If punishment did not protect
people, they would have been immersed in the darkness of hell.
वाचा दण्डो
ब्राह्मणानां क्षत्रियाणां भुजार्पणम्।
दानदण्डाः स्मृता वैश्या विर्दण्ड शूद्र उच्यते॥ शान्ति.१५/९॥
Vaacha
dando brahmmanaanaam kshtriyaanaam bhujaarpanam I
Daana
dandaah smrutaa vaishyaa nirdanda shudra uchayate II
The punishment should be meted out to brahmins by words only; to the
kshatriyaas by providing resources just to sustain; to the vaishyaas by fines
and forfeitures of property, while for shudras there is no punishment.दण्डश्चेन्न भवेल्लोके विनश्येयुरिमाः प्रजाः।
जले
मत्स्यानिवाभक्ष्यन् दुर्बलान् बलवत्तराः॥ शान्ति.१५/३०॥
Dandenaivenna bhavelloke vinasyeyurimaah prajaahh I
Jale matsyaaniva bhakshyaan balavattaraah II
If
there were in the world no Danda, people would have destroyed each other: it is
out of the fear of punishment that people do not engage in mutual killing.
अर्थे सर्वे समारम्भाः समायत्ता न संशयः ।
स च दण्डे समायत्तः पश्य दण्डस्य गौरवम् ॥ १२.१५.४८
Arthe sarve samarambhah samayaataa na samshayah I
Sa cha dande samaayatah pasya dandasya gauravam II
Wealth makes all activities possible,with out any doubt, which in turn is possible because of fear of punishment.
शिष्ट्यर्थं विहितो दण्डो न वृध्द्यर्थं विनिश्चयः।
ये
च
शिष्टान् प्रबाधन्ते दण्डस्तेषां वधः
स्मृतः॥ शान्ति.१३५/२०॥
Shishtyartham vihito dando na vrudhyartham vinischayah I
Ye cha shistaan
prabadante dandastesham vada smrutah II
Punishment
is intended for those who violate the laws and not for selfish aggrandisement. Those
who punish the law abiding citizen should be killed.
SRI KRISHNAYA THUBHYAM NAMAH
