अवज्ञानाद् राज्ञो भवति मति-हीनः परिजनस्
ततस् तत्-प्रामाण्याद् भवति न समीपे बुध-जनः ।
बुधैस् त्यक्ते राज्ये न हि भवति नीतिर् गुणवती
विपन्नायां नीतौ सकलम् अवशं सीदति जगत् ॥ ७७ ॥
avajñānād
rājño bhavati mati-hīnaḥ parijanas
tatas
tat-prāmāṇyād bhavati na samīpe budha-janaḥ |
budhais
tyakte rājye na hi bhavati nītir guṇavatī
vipannāyāṃ
nītau sakalam avaśaṃ sīdati jagat || 2.77 ||
Despised by the king the servants become unintelligent; with the king surrounded by dullards no wise man approaches the king; when the king is deserted by wise men the policies of the government are not efficacious; when the policies fail the whole world suffers in misery.

जनं जनपदा नित्यम् अर्चयन्ति नृपार्चितम् ।
नृपेणावमतो यस् तु स सर्वैर् अवमन्यते ॥ ७८ ॥
janaṃ
janapadā nityam arcayanti nṛpārcitam |
nṛpeṇāvamato yas tu sa sarvair avamanyate || 2.78 ||
Subjects always praise
those who are respected by the king; also, one who is despised by the king is
disrespected by all.
बालाद् अपि गृहीतव्यं युक्तम् उक्तं मनीषिभिः ।
रवेर् अविषये किं न प्रदीपस्य प्रकाशनम् ॥ ७९ ॥
bālād
api gṛhītavyaṃ yuktam uktaṃ manīṣibhiḥ |
raver aviṣaye kiṃ na pradīpasya prakāśanam || 2.79 ||
Any appropriate
observation, even from a child is accepted by the wise; where there is no sun
light is not the light of the lamp availed of?
बन्धु-स्त्री-भृत्य-वर्गस्य बुद्धेः सत्त्वस्य चात्मनः ।
आपन्-निकष-पाषाणे नरो जानाति सारताम् ॥ ८० ॥
bandhu-strī-bhṛtya-vargasya
buddheḥ sattvasya cātmanaḥ |
āpan-nikaṣa-pāṣāṇe
naro jānāti sāratām || 2.80 ||
On the touchstone of adversity,
a man ascertains the truth about the strength of intelligence and mental
capability of relatives, wife and servants, as also of himself.
यस्य प्रसादे पद्मास्ते विजयश् च पराक्रमे ।
मृत्युश् च वसति क्रोधे सर्व-तेजोमयो हि सः ॥ ८१ ॥
yasya
prasāde padmāste vijayaś ca parākrame |
mṛtyuś ca vasati krodhe sarva-tejomayo hi saḥ || 2.81 ||
In whose favour resides prosperity,
in whose prowess depends victory, and in whose anger the threat of death exists,
such a person represents all glory.
बालो ऽपि नावमन्तव्यो मनुष्य इति भूमिपः ।
महती देवता ह्य् एषा नर-रूपेण तिष्ठति ॥ ८२ ॥
bālo 'pi
nāvamantavyo manuṣya iti bhūmipaḥ |
mahatī devatā hy eṣā nara-rūpeṇa tiṣṭhati || 2.82 ||
A king, even if he is a
child, should never be treated casually like an ordinary man; for divinity
resides in human form in a king.
निरपेक्षो न कर्तव्यो भृत्यै स्वामी कदाचन ।
निरपेक्षं प्रभुं कृत्वा भृत्यः स्याद् दधि-कर्णवत् ॥ ८३ ॥
nirapekṣo
na kartavyo bhṛtyai svāmī kadācana |
nirapekṣaṃ
prabhuṃ kṛtvā bhṛtyaḥ syād dadhi-karṇavat || 2.83 ||
A master should never be
made free from solicitude by servants; for having made the master free from
need of the servant, he may fare like Dadhi-karna.
