Who is fit to be a minister?

उपंशु-क्रीडितो ऽमात्यः स्वयं राजायते यतः
अवज्ञा क्रियते तेन सदा परिचयाद् ध्रुवम् १००

upaṃśu-krīḍito 'mātyaḥ svayaṃ rājāyate yataḥ |
avajñā kriyate tena sadā paricayād dhruvam || 2.100 ||

If one who is a childhood play- friend, is appointed a minister, he will soon act like a king himself and is sure to despise the king due to familiarity.

अन्तर्-दुष्टः क्षमा-युक्तः सर्वानर्थ-करः किल
शकुनिः शकटारश् दृष्टान्ताव् अत्र भूपते १०१

antar-duṣṭaḥ kṣamā-yuktaḥ sarvānartha-karaḥ kila |
śakuniḥ śakaṭāraś ca dṛṣṭāntāv atra bhūpate || 2.101 ||

Wicked inwardly but outwardly endued with patience is assuredly the cause of ruin of every kind; Shakuni and shakhtar, o king, are two examples in this matter.

(Shakhtar- a minister during Gupta period)

सदामत्यो साध्यः स्यात् समृद्धः सर्व एव हि
सिद्धानाम् अयम् आदेशः ऋद्धिश् चित्त-विकारिणी १०२

sadāmatyo na sādhyaḥ syāt samṛddhaḥ sarva eva hi |
siddhānām ayam ādeśaḥ ṛddhiś citta-vikāriṇī || 2.102 ||

A wealthy person should never be appointed as minister declare the well accomplished; wealth is a corruptor of the mind.

प्राप्तार्थ-ग्रहणं द्रव्य-परीवर्तो ऽनुरोधनम्
उपेक्षा बुद्धि-हीनत्वं भोगो ऽमात्यस्य दूषणम् १०३

prāptārtha-grahaṇaṃ dravya-parīvarto 'nurodhanam |
upekṣā buddhi-hīnatvaṃ bhogo 'mātyasya dūṣaṇam || 2.103 ||

Not securing the wealth coming your way, misappropriation of wealth, easy compliance, neglect, poor judgement, indulging in excessive pleasure- these are the faults in a minister.

नियोग्य् अर्थ-ग्रहोपायो राज्ञा नित्य-परीक्षणम्
प्रतिपत्ति-प्रदानं तथा कर्म-विपर्ययः १०४

niyogy artha-grahopāyo rājñā nitya-parīkṣaṇam |
pratipatti-pradānaṃ ca tathā karma-viparyayaḥ || 2.104 ||

These are the duties of a king: Seizing the ill-gotten assets from officers, constant super vision, bestowing rewards to the deserving, and changing port-folios of officials as and when required.

निपीडिता वमन्त्य् उच्चैर् अन्तः-सारं महीपतेः
दुष्ट-व्रणा इव प्रायो भवन्ति हि नियोगिनः १०५

nipīḍitā vamanty uccair antaḥ-sāraṃ mahīpateḥ |
duṣṭa-vraṇā iva prāyo bhavanti hi niyoginaḥ || 2.105 ||

Officials are generally like tumour; they do not disgorge the embezzled wealth easily without being squeezed hard.

मुहुर् नियोगिनी बाध्या वसुधारा महीपते
सकृत् किं पीडितं स्नान-वस्त्रं मुञ्चेद् धृतं पयः १०६

muhur niyoginī bādhyā vasudhārā mahīpate |
sakṛt kiṃ pīḍitaṃ snāna-vastraṃ muñced dhṛtaṃ payaḥ || 2.106 ||

A king should repeatedly punish corrupt officials with heavy fine; does the bathing dress yield up much water when wrung only once?

आज्ञा-भङ्ग-करान् राजा क्षमेत सुतान् अपि
विशेषः को नु राज्ञश् राज्ञश् चित्र-गतस्य १०७

ājñā-bhaṅga-karān rājā na kṣameta sutān api |
viśeṣaḥ ko nu rājñaś ca rājñaś citra-gatasya ca || 2.107 ||

A king should not tolerate breaking of his commands even if it is by his own children; if not, what difference is there between a king and his portrait?
