So far, I have been
translating only the slokas, but in view of the importance of the information
contained I’ve decided to include the following passage which is in excellent
prose.
अपरमपि कथयामि I संधि
विग्रह
यानासन
संश्रय
ध्वैधी
भावाः
षाड्गुण्यम्
I कर्मणामारंभोपायः पुरुष द्रव्य
संपत्
देश
काल
विभागो
विनिपात
प्रतीकारः

I साम दान भेद दण्डाश्चत्वार उपायः I उत्साह
शक्तिः

I एतत् सर्वं आलोच्य
नित्यं
विजिगीषवो
भवन्ति
महान्तः
I
In addition to all this,
continued the minister, I shall remind your highness the following particulars:
Uniting, fighting, marching, halting, rallying, and dividing into two – are denominated
as six modes.
The manner of commencing an
expedition the necessities are , abundance of men, stores, treasure, place and
time; the possession of which is proper, as a protection against misfortune, as
well as accomplishment of enterprises : they are called the five-membered counsel.
Conciliation, gifting, dissension and punishing – are the four expedients. Power
of perseverance, power of counsel, power of authority are the triad of powers.Those
sovereigns who attend to all these are always victorious. They say:
सा श्रीर् नीतिविदं पश्य चञ्चलापि प्रधावति ॥ ५४ ॥
yā hi prāṇa-parityāga-mūlyenāpi na labhyate |
sā śrīr nītividaṃ paśya cañcalāpi pradhāvati || 4.54 ||
Royal fortune which is not obtained at the cost of sacrificing one’s life, runs voluntarily to the house of those who are skilled in political science.

Fortune will ask and find its way.
वित्तं सदा यस्य समं विभक्तं
गूढश् चरः संनिभृतश् च मन्त्रः ।
नचाप्रियं प्राणिषु यो ब्रवीति
स सागरान्तां पृथिवीं प्रशास्ति ॥ ५५ ॥
vittaṃ
sadā yasya samaṃ vibhaktaṃ
gūḍhaś
caraḥ saṃnibhṛtaś ca mantraḥ |
nacāpriyaṃ prāṇiṣu yo bravīti
sa
sāgarāntāṃ pṛthivīṃ praśāsti || 4.55 ||
One whose wealth is well
distributed, whose spies are well disguised, whose counsels are kept as secret, who
never speaks unkindly words to his fellow creatures, gains suzerainty over the
world surrounded by the ocean.
सुगुप्तिम् आधाय सुसंहतेन
बलेन वीरो विचरन्न् अरातिम् ।
सन्तापयेद् येन समं सुतप्तस्
तप्तेन सन्धानम् उपैति तप्तः ॥ ५६ ॥

ādhāya susaṃhatena
balena
vīro vicarann arātim |
santāpayed yena samaṃ sutaptas
taptena
sandhānam upaiti taptaḥ || 4.56 ||
A prince marching with
great secrecy, with a compact army, should harass his enemy, so that he is equally
worried; for one who is afflicted will readily form an alliance with another
who is equally afflicted.
विश्वास-प्रतिपन्नानां वञ्चने का विदग्धता ।
अङ्कम् आरुह्य सुप्तं हि हत्वा किं नाम पौरुषम् ॥ ५७ ॥
viśvāsa-pratipannānāṃ
vañcane kā vidagdhatā |
aṅkam āruhya suptaṃ hi hatvā kiṃ nāma pauruṣam || 4.57 ||
What cleverness is there
in deceiving one who has reposed trust in you? What manliness is there in
killing a man who is sleeping in your lap?
आत्मौपम्येन यो वेत्ति दुर्जनं सत्य-वादिनम् ।
स तथा वञ्च्यते धूर्तैर् ब्राह्मणाश् छागतो यथा ॥ ५८ ॥
ātmaupamyena
yo vetti durjanaṃ satya-vādinam |
sa tathā vañcyate dhūrtair brāhmaṇāś chāgato yathā || 4.58 ||
Comparing with himself one
who thinks a rogue as truthful; even he gets deceived by that rogue; as the
brahman in respect of the goat.
