Panchatantra was written when monarchy was the only form of governance and the king represented the highest power center. In to-day's context , where we have a democratically elected government king has been replaced by ministers,collectors,heads of departments,captains of industry and so on. What has been said about the king will equally be applicable to them with some minor exceptions.
स्वल्पम् अप्य् अपकुर्वंति येभीष्टा हि महीपतेः।
ते वह्नाव् इव दह्यंते पतंगाः पाप-चेतसः॥पञ्च_१.७१॥
svalpam apy apakurvanti ye'bhīṣṭā hi mahīpateḥ |
te vahnāv iva dahyante pataṅgāḥ pāpa-cetasaḥ || 71 ||
Those who even slightly hinder the wishes of a king , will face the fate of the moths falling in to the fire.

விழைப விழையாமை மன்னரால்
மன்னிய ஆக்கந் தரும்.-Thirukkural 692
Not to itch for those things that the king desires; that is the secret of acquiring his lasting favour and there by growing in affluence.
दुरारोहं पदं राज्ञां सर्व-लोक-नमस्कृतम्।
स्वल्पेनाप्य् अपकारेण ब्राह्मण्यम् इव दुष्यति॥पञ्च_१.७२॥
svalpenāpy apakāreṇa brāhmaṇyam iva duṣyati || 72 ||
Kingship like Brahmanaship is difficult to attain and to which all men pay respect, is wronged by even a small misdeed done by a servant.
दुराराध्याः श्रियो राज्ञां दुरापा दुष्परिग्रहाः।
तिष्ठंत्य् आप इवाधारे चिरम् आत्मनि संस्थिताः॥पञ्च_१.७३॥
durārādhyāḥ śriyo rājñāṃ durāpā duṣparigrahāḥ |
tiṣṭhanty āpa ivādhāre ciram ātmani saṃsthitāḥ || 73 ||
Royal fortune is difficult to be
courted,difficult to be obtained ,and hard to be retained, but when it settles
with one ,it remains long like water in a reservoir.
Damanaka said there is truth in what you say but :
यस्य यस्य हि यो भावस् तेन तेन समाचरेत्।
अनुप्रविश्य मेधावी क्षिप्रम् आत्म-वशं नयेत्॥पञ्च_१.७४॥
yasya yasya hi yo bhāvas tena tena samācaret |
anupraviśya medhāvī kṣipram ātma-vaśaṃ nayet || 74 ||
Adapting oneself to what ever may be the mind’s
disposition of a person, a wise man should win him over quickly .
भर्तुश् चित्तानुवर्तित्वं सुवृत्तं चानुजीविनाम्।
राक्षसाश् चापि गृह्यंते नित्यं छंदानुवर्तिभिः॥पञ्च_१.७५॥
bhartuś cittānuvartitvaṃ suvṛttaṃ cānujīvinām |
rākṣasāś cāpi gṛhyante nityaṃ chandānuvartibhiḥ || 75 ||
Acting in accordance with the bents of the
master’s mind is a proper mode of
behaviour for servants; even demons can be made favourable by acting according
to their bent of mind.
सरुषि नृपे स्तुति-वचनं तद्-अभिमते प्रेम तद्-द्विषि द्वेषः।
तद्-दानस्य च शंसा अमंत्र-तंत्रं वशीकरणम्॥पञ्च_१.७६॥
saruṣi nṛpe stuti-vacanaṃ tad-abhimate prema tad-dviṣi dveṣaḥ |
tad-dānasya ca śaṃsā amantra-tantraṃ vaśīkaraṇam || 76 ||
When the king is angry, words of praise; love
towards people liked by him; hatred towards people hated by him; showering
praise when he is giving charity; this is the way to bring the king under one’s
control with out using any magical spell.
Karataka said if that is your intention let auspiciousness accompany you in your path. Damanaka saluted him and went to meet king Pingala.
