As the path of the birds along the sky or the
fishes over the surface of water cannot be madeout ,so the path of noble men on
earth does not attract notice.

Shishum paalayate nityam tathaa sajjana-sangatih.
Just as females of fish by seeing tortoise by meditation and birds by daily sitting over them attentively incubate their eggs until they are hatched and thereafter help the infants to grow up, in the same manner noblepersons also take due care of people who are associated with them.
मनो मधुकरो मेघो मद्यपो मत्कुणो मरुत्।
मा मदो मर्कटो मत्स्यो मकारा दश चञ्चलाः॥
mano madhukaro megho madyapo matkuṇo marut|
mā mado markaṭo matsyo makārā daśa cañcalāḥ||
The mind, the bee, the cloud,
the drunkard, the bed bug, the wind, wealth, pride, the monkey and the
fish are the ten things starting with the letter “ma” that are always
unsteady.

Of the lily and the red lotus, of fish and the
white lotus, though born of the same family (of the water of the lake), their
form and smell are indeed different.

Sky is the strength of birds,
water the strength of fish; king the strength of the weak and wailing the
strength of babies.

In a Nation besieged with anarchy and
lawlessness (for want of an
able ruler) religious austerity can never exist, because anarchy and misrule
spoil each other. By all means such anarchy is to be reprimanded and
condemned.

In a country where there is no
king, no one can own anything and, like fish, people devour one another
ceaselessly. Ramayana
नाराजके जनपदे योगक्षेमः प्रवर्तते।

In an
anarchical nation, there is no subsistence for its subjects and also its army
cannot withstand the enemy in a battle.
