स्त्री चात्रपा दुष्टमतिः सहायः ।
प्रेष्यः प्रतीपो ऽधिकृतः प्रसादी
त्याज्या अमी यश् च कृतं न वेत्ति ॥ ४५८ ॥
strī cātrapā duṣṭamatiḥ sahāyaḥ |
preṣyaḥ pratīpo 'dhikṛtaḥ prasādī
tyājyā amī yaś ca kṛtaṃ na vetti || 458 ||
A king who is too merciful, a Brahmin eating prohibited food, an obstinate wife, a friend who betrays, a sulky servitor, a man of authority who is careless, and one who is ungrateful – such people should be rejected by the people.
सत्यानृता च परुषा प्रिय-वादिनी च
हिंस्रा दयालुर् अपि चार्थ-परा वदान्या ।
भूरि-व्यथा प्रचुर-वित्त-समागमा च
वेश्याङ्गनेव नृप-नीतिर् अनेक-रूपा ॥ ४५९ ॥
satyānṛtā ca paruṣā priya-vādinī ca
hiṃsrā dayālur api cārtha-parā vadānyā |
bhūri-vyathā pracura-vitta-samāgamā ca
veśyāṅganeva nṛpa-nītir aneka-rūpā || 459 ||
Truthful as well as false, harsh as well as sweet, cruel and
compassionate, miserly and charitable, always spending and always earning
abundantly, the conduct of a king is full of contradictions like the conduct of
courtesans.
अकृतोपद्रवः कश्चिन् महान् अपि न पूज्यते ।
पूजयन्ति नरा नागान् न तार्क्ष्यं नाग-घातिनम् ॥ ४६० ॥
akṛtopadravaḥ
kaścin mahān api na pūjyate |
pūjayanti narā nāgān na tārkṣyaṃ nāga-ghātinam || 460 ||
People fail to respect great men who are compassionate and honest; where
as they worship those, who are cruel and threatening. The snake is worshipped
and not the Garuda. ( Tarkshyam- Garuda )
And also, we have in the Bhagavad Gita Sri Krishna advising Arjuna in
the following words:
अशोच्यान् अन्वशोचस् त्वं प्रज्ञा-वादांश् च भाषसे ।
गतासून् अगतासूंश् च नानुशोचन्ति पण्डिताः ॥ ४६१ ॥
aśocyān anvaśocas tvaṃ prajñā-vādāṃś ca bhāṣase |
gatāsūn agatāsūṃś ca nānuśocanti paṇḍitāḥ || 461 ||
While you speak like a man of wisdom, you are mourning for that
which is not worthy of grief. The wise lament neither for the living nor for
the dead.
Pingalaka was impressed by the words of wisdom of Damanaka and stopped
lamenting. He also, appointed Damanaka as his counsellor and continued to rule
his kingdom.
With the divine grace of Sri Krishna, the first tantra"Mitra Bhedaa"of Pancha tantra is
concluded.

The tenets of a king and the common man are outlined. The qualities to be abhorred are spelt out crystal clear.
