 SUBHASHITHANI:427

The wise old minister Sthirajeevin continues with his advice on the course of action:

कच्चिद् अष्टदशान्य् एषु स्व-पक्षे दश पञ्च
त्रिभिस् त्रिभिर् अविज्ञातैर् वेत्सि तीर्थानि चारकैः ६८

kaccid aṣṭadaśāny eṣu sva-pakṣe daśa pañca ca |
tribhis tribhir avijñātair vetsi tīrthāni cārakaiḥ || 3.68 ||

Have you knowledge of eighteen thirthas on the enemy side and fifteen of your side by means of three independent secret spies ?

तीर्थं - आयुक्तम् कर्म यस्य- one to whom a state duty is entrusted- an official

The eighteen officers include: The chief of army, superintendent of the treasury, the governor of the fort, the chief adviser, the chief justice….to name a few.

वैद्य-सांवत्सराचार्याः स्व-पक्षेऽधिकृताश् चराः
तथाहि-तुण्डिकोन्मत्ताः सर्वं जानन्ति शत्रुषु ६९
vaidya-sāṃvatsarācāryāḥ sva-pakṣe'dhikṛtāś carāḥ |
tathāhi-tuṇḍikonmattāḥ sarvaṃ jānanti śatruṣu || 3.69 ||
The physician, astrologer and the preceptor are the three spies to be appointed to watch one’s own officials; similarly spies in the disguise of snake charmers and lunatics to observe the enemy camp.

कृत्वा कृत्य-विदस् तीर्थेष्व् अन्तः प्रणिधयः पदम्
विदाङ्कुर्वन्तु महतस् तलं विद्विषद्-अम्भसः ७०
kṛtvā kṛtya-vidas tīrtheṣv antaḥ praṇidhayaḥ padam |
vidāṅkurvantu mahatas talaṃ vidviṣad-ambhasaḥ || 3.70 ||
Let the spies through the thirthas (officials of the enemy camp- called steps here) and sound the bottom (secrets) of large water body (the enemies). What is meant here is , the king should learn about enemies’ plans through spies penetrating into the heart of the enemy through their officials.

यो रक्षति वित्रस्तान् पीड्यमानान् परैः सदा
जन्तून् पार्थिव-रूपेण कृतान्तो संशयः ७१

yo na rakṣati vitrastān pīḍyamānān paraiḥ sadā |
jantūn pārthiva-rūpeṇa sa kṛtānto na saṃśayaḥ || 3.71 ||

One who does not protect his subjects that are terror stricken and harassed by the enemies is doubtless the lord of death in the form of a king.

 यदि स्यान् नरपतिः सम्यङ् नेताः ततः प्रजाः
अकर्णधारा जलधौ विप्लवेतेह नौर् इव ७२

yadi na syān narapatiḥ samyaṅ netāḥ tataḥ prajāḥ |
akarṇadhārā jaladhau viplaveteha naur iva || 3.72 ||

Subjects without a king to guide and protect will suffer immensely like a  boat without a helmsman will sink in the ocean.

षड् इमान् पुरुषो जह्याद् भिन्नां नावम् इवार्णवे
अप्रवक्तारम् आचार्यम् अनधीयानम् ऋत्विजम् ७३

अरक्षितारं राजानं भार्यां चापिर्य-वादिनीम्
ग्राम-कामं गोपालं वन-कामं नापितम् ७४ (युग्मम्)

ṣaḍ imān puruṣo jahyād bhinnāṃ nāvam ivārṇave |
apravaktāram ācāryam anadhīyānam ṛtvijam || 3.73 ||

arakṣitāraṃ rājānaṃ bhāryāṃ cāpirya-vādinīm |
grāma-kāmaṃ ca gopālaṃ vana-kāmaṃ ca nāpitam || 3.74 || (yugmam)

One should abandon the following six, as a broken boat in mid sea:

A preceptor who does not teach satisfactorily, a priest who forgets vedas, a king who forgets to protect his subjects, a perpetually nagging wife, a cow-herd who does not want to take the cattle to pastures outside his village and a barber who is fond of going to the forest. ( These two slokas are from Mahabharatham)
