Chiranjeevin concluded by
recommending Samsraya. The king after listening to his five ministers, preferred
to go to his retired old wise minister by name Sthirajeevin and
requested for his considered advice. Sthirajeevin felt the circumstances are
too critical where very existence is threatened. He therefore suggested
Dvaidhibhava-Double dealing or duplicity.
द्वैधीभावं संश्रयं च षड्गुणांश्चिन्तयेत् सदा ॥ १६० ॥Manusmruti
sandhiṃ ca vigrahaṃ caiva yānamāsanameva ca |
dvaidhībhāvaṃ saṃśrayaṃ ca ṣaḍguṇāṃścintayet sadā || 7.160 ||
Alliance, War, March, Halt, Bifurcation and seeking shelter—these six measures of policy the king shall constantly ponder over.
Incidentally, the six strategies mentioned in panchatantra are from Manusmruti. Many of the explanatory slokas are from Artha sastra and Kaamaandakiyam.
अविश्वासं सदा तिष्ठेत् सन्धिना विग्रहेण च ।
द्वैधी-भावं समाश्रित्य पापे शत्रौ बलीयसि ॥ ६१ ॥
aviśvāsaṃ sadā tiṣṭhet sandhinā
vigraheṇa ca |
dvaidhī-bhāvaṃ
samāśritya pāpe śatrau balīyasi ||3.
61 ||
When the enemy is powerful
and crooked one should deal with him distrustfully adopting duplicity; now
proposing peace and then suddenly war.
उच्छेद्यम् अपि विद्वांसो वर्धयन्त्य् अरिम् एकदा ।
गुडेन वर्धितः श्लेष्मा यतो निःशेषतां व्रजेत् ॥ ६२ ॥
ucchedyam
api vidvāṃso vardhayanty arim ekadā |
guḍena vardhitaḥ śleṣmā yato niḥśeṣatāṃ vrajet || 3.62 ||
People familiar with political
strategies allow an enemy to grow stronger once, though they have to defeat him
later; phlegmatic disease, when increased by means of molasses, can be easily
cured.
स्त्रीणां शत्रोः कुमित्रस्य पण्य-स्त्रीणां विशेषतः ।
यो भवेद् एक-भावो ऽत्र न स जीवति मानवः ॥ ६३ ॥
strīṇāṃ
śatroḥ kumitrasya paṇya-strīṇāṃ viśeṣataḥ |
yo bhaved eka-bhāvo 'tra na sa jīvati mānavaḥ || 3.63 ||
A man who acts honestly
with women, an enemy, a treacherous friend and particularly with harlots, will
soon be destroyed.
कृत्यं देव-द्विजातीनाम् आत्मनश् च गुरोस् तथा ।
एक-भावेन कर्तव्यं शेषं द्वैध-समाश्रितम् ॥ ६४ ॥
kṛtyaṃ
deva-dvijātīnām ātmanaś ca guros tathā |
eka-bhāvena kartavyaṃ śeṣaṃ dvaidha-samāśritam || 3.64 ||
Gods, vedic scholars, self
and preceptor should be dealt with utmost honesty; in other cases, one has to
use duplicity.
एको भावः सदा शस्तो यतीनां भावितात्मनाम् ।
श्री-लुब्धानां न लोकानां विशेषेण मही-भुजाम् ॥ ६५ ॥
eko
bhāvaḥ sadā śasto yatīnāṃ bhāvitātmanām |
śrī-lubdhānāṃ na lokānāṃ viśeṣeṇa mahī-bhujām || 3.65 ||
Following truth at all
times is praiseworthy in the case of ascetics; but not in the case of those who
are attached to women and particularly to kings.
गावो गन्धेन पश्यन्ति वेदैः पश्यन्ति वै द्विजाः ।
चारै पश्यन्ति राजानश् चक्षुर्भ्याम् इतरे जनाः ॥ ६६ ॥
gāvo
gandhena paśyanti vedaiḥ paśyanti vai dvijāḥ |
cārai paśyanti rājānaś cakṣurbhyām itare janāḥ || 3.66 ||
Cows see
(understand the things) by smell. Brahmins see by (their knowledge of) Vedas.
Kings see through their spies; common people see with their eyes.
यस् तीर्थानि निजे पक्षे पर-पक्षे विशेषतः ।
गुप्तैश् चारैर् नृपो वेत्ति न स दुर्गतिम् आप्नुयात् ॥ ६७ ॥
yas
tīrthāni nije pakṣe para-pakṣe viśeṣataḥ |
guptaiś cārair nṛpo vetti na sa durgatim āpnuyāt ||3.67 ||
The king who knows the
real nature of his own officials personally and also those of his enemies, by
means of secret spies, will never come to grief.
